What would cause or what is supposed to stop the armature plate from turning to where the roller is not touching the part on the plate That its supposed to roll on
 
ON? and which direction? stop or fast? I noticed on a 15 hp johnson that I bought the other day the roller runs off the end the plate when you turn it to stop. If its in the fast position theres a stop on the shifter side of the motor. Its a arm thats controlled by the shifter arm.

Forgot that part lol. Its a 1965 evinrude fastwin 18hp. In the fast position the arm doesnt stop it, after looking at parts diagram there is a spring that pulls that arm in perhaps that spring has gotten weak. And **** that little spring cost $19
