Engine hesitates and bogs down when coming up on plane. It does run at full throttle once it kicks in. I've replaced the fuel filter and plugs with no luck. Anyone have any other thoughts?
 
I found a torn bellow on the carb plunger. The plunger looks a little gummed up and doesn't drop as fast as the other two. Not sure if that will cause the issue.
