I have an older Evinrude 9.9 2 stroke. I'm looking to find out what fuel and oil mixture I would use? Any info would be greatly appreciated.

tcw3 at 50:1 (or lower ratio)

50:1 has worked very well with my 8hp.
make sure that you also get a marine ethanol treatment like sta-bil to put in with new gas.

My father has the same motor. 50:1 is all its' ever seen since he bought it brand new in 1986. Funny thing is, it's probably got 3 hours use on it-but looks horrible from sitting outside all these years.

you could clean that one up pretty easily if you wanted. Duplicolor would have a near match for the paint, and decals for this motor are easily obtained.
