Yes, the arrow is showing which way the fuel should flow.

My stater went two weeks ago, replaced under warrenty the dealer also tune the carb because I was stalling when the rpms was low. Well today I took the boat for a test drive and the starter kickout again, and I was stalling again. So I took of the motor's cover and notice that the fuel filter is pointing to the gas tank.. Well I think that could be my issue...
